Temporary import and export goods generally refer to exchanges and cooperation between international organizations, foreign governments, domestic and foreign enterprises, institutions, groups or individuals in the fields of economy, technology, science, culture, education, sports, health and other fields，Implement projects such as engineering construction and equipment maintenance，Goods temporarily transported to our territory，Subject to customs approval and temporary shipment abroad，And must be re-shipped or re-shipped within the country。
According to the provisions of Article 3 of the Measures of the Customs of the People's Republic of China for the Temporary Administration of Inbound and Outbound Goods (Order No. 233 of the General Administration of Customs),Temporary import and export goods包括：
(a) items displayed or used in exhibitions, trade fairs, conferences and similar events;
(2) Performance and competition equipment used in cultural and sports exchange activities;
(3) Equipment, equipment and supplies used in reporting or producing films and television programmes;
(4) Instruments, equipment and supplies used in scientific research, teaching and medical activities;
(e) the means of transport and special vehicles used in the activities listed in paragraphs 1 to 4 of this paragraph;
(6) samples of goods;
(7) Tools, equipment and supplies used in charitable activities;
(8) Instruments and tools used for equipment installation, commissioning, testing and maintenance;
(9) Packing materials for loading the goods;
(10) self-driving tour vehicles used for tourism and their supplies;
(11) Equipment, instruments and supplies used in project construction;
(12) testing products, equipment and vehicles;
(13) Other temporary entry goods as stipulated by the General Administration of Customs。
The documents specifically specify the above categories of goods:
"Exhibitions, trade fairs, Conferences and similar Events"。
1.Trade, industry, agriculture, craft fairs, fairs, expositions;
2.Exhibitions or conferences held for charitable purposes;
3.Exhibitions or conferences for the promotion of science and technology, education, culture, sports exchanges, tourism activities or people-to-people friendship;
4.International organizations or meetings of representatives of international organizations;
5.A commemorative meeting organized by the government。
Please note that the non-public exhibitions held in shops or other business places for the purpose of selling foreign goods do not belong to the exhibitions, fairs, conferences and other activities referred to in these Measures。
"Exhibition" means:
1.Goods at the exhibition;
2.An exhibition of objects used in a machine or appliance in an exhibition;
3.Set up temporary booth and decoration materials;
4.Promoting films, slides, videos, tapes, instruction manuals, advertisements, compact discs, display equipment, etc.;
5.Other goods for the exhibition。
"Sample of goods" means samples of goods used for display, operation demonstration, order reference, inspection, testing, but does not include imports and exports of identical goods by the same sender in excess of reasonable quantities。
"Equipment, instruments and supplies for project construction" refers to the construction equipment, instruments and supplies brought into China by the foreign party in the Sino-foreign cooperation projects, and China does not need to pay to the foreign party。
"Other temporary inward and outward goods approved by the Customs" refers to the temporary inward and outward goods approved by the Customs for key national projects and special needs。
"Packing materials" means materials used to pack, protect, fill or separate goods, and equipment used for transport, loading or stacking。
Customs declarants remind: The non-public exhibition held in shops or other business places for the purpose of selling foreign commodities does not belong to the exhibition, trade fair, conference, etc., as referred to in these Measures。
